Нет . Или может сразу как в Китае убивать тех кто сел пьяный , а завтра что , когда старая бабушка кинет окурок мимо урны ей руки отрубят ? Жесткость наказания не сильно изменит ситуацию , а только усугубит задержания , ведь если бы я сел пьяным за руль по какой то причине то я должен осознавать что заплачу 10 тыс и лишусь прав , но платить 4 зарплаты и лишиться прав ( может я водителем зарабатываю на жизнь ) это серьезно и побег это лучшее средство , а если еще и за это можно сесть то бежать нужно как говориться на все деньги и люди на дороге зачастую даже не будут преградой . Нечего делать с пьянки за рулем преступление , ведь пьяный за рулем еще не преступник пока ничего не совершил , а те кто говорит что как только сел за руль пьяным значит уже преступник , так давайте и вас сажать за ношение легального оружие ведь ты можешь с него убить . Наказание должно быть ,и оно есть в виде лишение прав и огромного штрафа ( хотя для одних огромный ,а для других вообще это копейки ) . Когда введут закон о том что бы штраф формировался от того много ли ты заработал денег за год и миллионеры платили по 100 тыс за пьянку за рулем , то и пьяных станет меньше ведь зачастую пьяные за рулем только мажоры для которых эти сраные 10 тыс это мелочь , а лишение прав не проблема и без прав поездить можно ведь деньги есть , а для других если пришлось по какой то причине сесть выпившим или с вчерашним перегаром за руль это убийственная сума .
